1995 Ford Thunderbird Do I have a bad starter or is it some

I have a 1995 Ford Thunderbird. Turning the key doesn't kick the vehicle to start. I have replaced (and also tested) the starter and the solenoid as well as replaced wiring from the starter to the battery and from fuse box to battery. Battery has been tested and is a-ok. I am lost as to what else might be causing this. Can't afford to take it in so I thought I would ask here.

Put a test light or meter on the small solenoid wire turn ignition to start does it light or 12-V? If no ignition switch faulty

I had a similar problem. I would turn the key and hear clicking coming from the fender mount solenoid. I was told that even though the battery may test ok, doesn't mean it really is. So, I pulled the battery out of my other car, that was brand new, and the car started right up. Just an idea.
