1994 Ford Tempo Heater/AC Blower Fan won't turn on

I checked the blower fan and when directly powered it spins freely. WHen I turn on the fan controls it doesn't work at all. The manual is very basic and only shows a fuse which I checked and it is fine but just in case I replaced it with a new one. It stopped working without any warning and im not sure what else could be causing it not to work. Is there any other Relays or things that may be causing this not to work and if so where would they be located and how can I check them? Once again I checked the Blower fan itself and it turns when powered.

Check for power at fuse. Then trace power to fan itself. Most likely cause is heater control panel 'plug'(burnt/melted) or fan speed resistor block (near fan) or fan switch itself. Ford should have used a relay at fan to take current load off wiring! This defect appears because people run the fan on high alot!
