1992 Ford Tempo Car horn doesn't work

Electrical problem
1992 Ford Tempo 4 cyl Front Wheel Drive Automatic

When we bypassed and tested the actual horn it works well, unfortunately when you press the steering wheel centre it doesn't work. Took the cover of the steering wheel and the connections look ok, also checked the fuse it's fine, any suggestions would be appreciated. Thanks

My wiring info shows something different, depending, with and without air bags, with and without cruise control. Fuse 16 20 amp, use a testlite, circuit should be hot all the time. Yellow wire with lt green tracer carries voltage to horn from horn button, you might access wire at lower part of steering column, see if it is hot when you hit the horn button?

The dark blue wire carries voltage to the horn switch. The yellow with lite green tracer carries voltage from the horn switch to the horn. You should be able to access both wires at lower part of steering column, I'd have to check for voltage at both wires?
