Wiper delay module 90 Taurus

Hi, Anyone out there help me. My wipers stopped working, replaced the motor, then the switch and still nothing, No sound from the motor at all and no wipers. No fuse only a circuit breaker ( that I see ) I am now told by someone that there is a wiper delay module that might be bad, and should I at least be getting some noise from the motor even if this module is bad? Anyone tell me where this might be located as when I had the steering wheel apart the wires from the switch looked like they went straight from the switch to the firewall thru to the motor, Is there a module i'm missing and where would that be located. Thanks in advance for any help.

All OBD11 codes have basically the same number. You code po46 is really po0460 which is a fuel level sensor.

There is a module, they call it the interval governor, it's under the dash, I think on the right side of the steering column, on the support bracet, not 100% on that though, sometimes you can hear it clicking
