Reset airbag warning light

SE model, 1998 123,000 miles 3.0L.

I just replaced the drivers side and passenger side airbags along with the crash sensor. The airbag deployment light continues to flash with an error message. How do you reset the airbag deployment warning light? Thanks in advance for all the help.

Okay, I do not have a fuse 16 in the power distribution box inside the engine compartment and do not see a fuse 16. I did check the interior fuses labeled for air bags and they checked out okay. The error that is the airbag light is flashing is three then four flashes. It does this several times before coming on solid. Any ideas just a noid?

Disconnected battery, replaced drivers seat with one from junkyard, connected battery airbag light still flashing, no fuse 16. It flashes three, pauses, flashes three. Dit dit dit, dah, dit dit dit, dah. Then after awhile airbag light goes on steady.

There still might be a problem because the air bag system is real time on fords. Here is a video to help you scan the system:
