Car not starting

I have a 99 Ford Taurus. This morning when my wife tried to start it all it did was make a clicking noise. It has power because the lights come on. I suspected the starter at first but, when you try and turn it over it makes the click and then the windshield wiper will run once even though the switch is not turned on for the wiper. Is this a short? Or maybe a bad wire? Any help would be much appreciated.

Most likely the battery is low, a while ago the battery on our 99 Taurus shorted a cell, same thing I turned the key to start, a bunch of clicking which usually, not always though, indicates low volts, and the wipers started running. Had to replace the batt on our car.
