Start with simple things first, check fuses, also has there ever been an issue with the heater or lights before? I will have a look at the schematic drawing and see if there is anything in common with the circuits. Report back if fuses are ok. The only thing I can think of straight away, is that they both may be controlled by the same body control module, if so they may set a fault code, look at that as well.
