2003 Ford Taurus Hard steering @ low speeds

2003 Ford Taurus 6 cyl Two Wheel Drive Automatic

I checked the reservior & its circulating fluid, but the fluid is foaming & needs flushed. I jacked the front up & turned the wheels with the engine off & I can hear a metal on metal gringing noise coming from the rack. Do I have a bad rack? Is there any specifications on pump output pressure?
