2001 Ford Taurus Horn and Cruise Control not working.

When I bought this car the horn and cruise control didn't work. When I checked it, the horn fuse was blown, the speed control fuse was fine. I replaced the horn fuse. Horn still won't honk, cruise control still won't even turn on.

This could be a couple things, but the likely cause is the clock spring. Basically, this is a connector that allows
