very hard to turn wheel when stopped.gets a little easer the faster you go . vac system the best i could refilled with mercon V. recon pump 5 years old. do the 99 taurus have power steering filter or cooler?

possibilities many

leak in the system check system fluid if low
add and turn wheel stop to stop check for leak

bad P/S pump
defective rack and pinion

no P/S filter
