I WAS TOLD THERE MIGHT BE A SHORT IN THE GROUND WIRE. IS THIS FIXABLE AND IS IT SOMETHING I CAN DO MYSELF?

Which ground wire? There are many grounds on the car, but if you know which one the whole wire can be changed if needed.

You would have to trace that specific ground wire down and remove it from both ends then replace it with new ground wire. Should be connected with bolt at both ends. If you are not comfortable with electrical work then you may consider having a repair shop do it to prevent damage to vehicle or personal injury.
