1998 Ford Taurus Blower fan for defrost/heater does not wor

First electrical problem was encountered two days ago. Interior light does not shut off when all doors are closed. Had to remove relay to kill the lights.
Second: This morning (in 10 degree weather) started vehicle to find that defrost fan did not work.
Please let me know where to start on this, I live in an isolateda area of Idaho and must travel far to purchase parts.

First check all fuses with a test light. Specifically #11 in the underhood power center and #13 in the interior fuse panel. If both ok, then go to blower relay and verify power at #30, 86. #85 should be ground with blower in on position. Check these and get back to me
