1997 Ford Taurus dash lights

Dash lights will not come on when turning on headlights. The turn signal arrows come on and stay on. What is the problem? Thanks.

Check fuses 2, 19 first. Remove the headlight switch and test for power at the dark blue/white wire. Should have power when on, goes to instrument illumination. Get back to me with what you find
