2000 Ford Ranger Won't allow fuel into tank

The problem I am having is that my sisters ford ranger will not allow any fuel into the tank. It takes about 15 min to fill the fuel tank. Every time you try and pump faster than the first click on the pump it overflows. I have pulled off the intake tube to the tank as well as the breather tube and nothing is clogged and it doesn’t look like any tubes are pinched. So this problem is really got me confused. It really acts like the tank is not breathing.

I don't know if it has anything to do with the problem but the whole undercarriage by the fuel tank is covered in black soot like something you would find in a vacuum canister. The truck has no noticeable exhaust leaks to explain the soot.

Recheck the vent tube that runs along the downpipe. There must be something blocking it.
