1998 Ford Ranger Engine runs too cold

My engine is running too cold. The gage barely moves at all and I'm getting no passanger compartment heat. I've replaced the thermostat, heater control valve, and coolant temp sensor. I've also flushed the radiator and heater core. Coolant level is fine. Please help!

I'm not a mechanic, but you might check out the radiator fan. Is it a mechanical type? If so, check and make sure it is not froze up. It should spin (with some resistance) while the engine is off. Just a thought. Good luck.
