1994 Ford Ranger 4 wheel drive

When I lock in my hubs it wont lock front wheels, transfer case works and drive shaft turns but front wheels wont lock. Whats wrong?

If they are manual locking hubs (not the OEM auto locking) then chances are they need taken apart, cleaned and repacked with grease.
