Crank shaft is stuck

2000 ford expidetion was driven with low oil, car will not strat. Is there anything I can do to try to unfreeze engine?

Probably not, if it was driven with low or no oil you have probably damaged the lower end, spun one or several rod and or main bearings, the pan needs to come off to determine the extent of damage, sorry
