The dash lights and parking lights are on one circuit and the brake lights should be a separate circuit. First, I would check to see if the dash and parking lights come on when they are supposed to. If so, do the brake lights come on then? I believe there are wires (that may have rubbed removing the insulation) touching and they are not supposed to touch. When you push on the brakes, you actuate a switch that completes a circuit to the brake light bulbs. I think two bare wires touching close both circuits at the same time. Try finding this "short circuit". You may be able to confirm this theory by holding the brake down and wiggling wires under the dash. If the dash lights blink, you've broken the circuit and confirmed this theory. Then the fun starts, you have to find and insulate the bare wires. The short circuit could be anywhere on the car so although under the dash is the most likely place, don't give up if the test above doesn't work. Try tracing the wires back from the brake lights.

Good luck
