1995 Ford Mustang brake light failure

My 1995 mustang's 2 outer brake lights wont work. The inner (3rd) light still works fine. The turn signals and driving lights and reverse lights all work, just no brake lights back there. The brake switch mounted on the pedal works properly ( I tested with my multimeter). No fuses are blown. The wiring seems intact and unharmed.
I REPEAT: ALL lights work as normal except for the brake lights. The middle brake light DOES work. Any ideas? I need to get a state inspection so I can drive it again but they wont pass it if the brake lights dont work properly.

The outer brake lights circuit goes thru the multifunction switch they are wired differently from the 3rd light
