1989 Ford Mustang vacuum problems

I have a problem with my engine pulling a vacuum thru the dipstick of the oil fill cap. A large hissing is heard when I try to remove the dipstick(engine running) and it is very hard for the oil cap to be unscrewed when the engine is running. It is a newly built engine. I do not think its the pcv( it still does it when I unplug the pcv) . I don't have a clue what would cause this.

Ok so what vacuum does the engine produce when checked with a vacuum guage? How is the PCV system hooked up? If needed include pics so I can look it over.
