My 2000 ford focus won't start, would be because it has no pcv valve?

If you PCV valve is missing, that would mean you have a vaccum leak at your intake, because there would just be a hole where you PCV line would connect to. This could cause excessive air to get into the intake and cause the fuel/air mixture to be so lean that it would not start.

The PCV valve is important in reducing corrosive gasses in your engine. Recommend you replace it soon.
