1996 Ford Fairlane Brake lights come on when starting my ca

My car's brake lights come on as soon as I start the car and stay on, even whilst driving the car, (also the cruise control does not work when I try to turn it on... i.e. the light comes on dashboard okay then when I select cruise does not stay cruising...not sure if this will have anything to do with it) but when I disconnect the brake thing connector on the brakes they do not come on

the cruise control switch is bad. When you turn the key on the cruise control sends voltage to the brake light switch turning on the brake lights causing the cruise control not to work. The brake lights themselves are on a seperate circuit and fuse and if that was the problem the lights would be on all the time.
