1996 Ford F350 Wont start

My truck sat for a week in the cold and won't turn over. I have a new starter, 1 new battery, both were tested and full. I have cleaned the terminals and corrosion from ground cables. When I try to start the dash guage reads low(close to 8 volts and battery warning light is on) all I hear is a clunck from the starter. What else should I check?

You need to check the starter relay on the fender well next to the battery. It is a Napa number st404. It looks like this.
