1984 Ford F-350 6.9L diesel STARTING

The truck has a 6.9L v8 diesel engine I replaced the starter the batteries the fender mounted solenoid the battary cables and I put a extra ground from the starter to the frame it is getting 12.33 volts to both starter terminals and all I can get the truck to do when I try to start it is the solenoid on the fender clicks I have power everywhere but the starter will not opperate

Sounds like you did everything right and have power right where you should perhaps a failed starter right out of the box. Make sure it is grounded to the block really good and both surfaces where they mount are nice and clean
