2002 Ford F-250 O2 sensor monitor

2002 Ford F250 V8 Two Wheel Drive Automatic 160k miles

This truck will not pass state inspection because the O2 sensor monitor and the O2 sensor heater monitor will not run.I have replaced B1S1 and B2S1, then drove 2-10 mile drive cycles.I rescaned all the monitors and the O2's still did not reset. At this time I looked for codes, no codes. Then I reset the KAM and did 2 more 10 mile drive cycles and O2's still wont run. Now my head hurts from beating it on my tool box! Next I pulled the pcm out and had it reflashed and was told by someone at the dealer to do 2-40 mile long drive cycles. Now the gas tank is empty, my head still hurts, and the O2 monitors still wont run. What am I missing? Could the pcm be bad?Could something else be preventing the O2 monitor from runing?My scaner shows the O2's are working and the heaters are turning on and off.

If the sensors are working and it still wont reset after 40+ miles of driving, the PCM could be bad. I take it all other monitors are setting after the flash?

Yes all other monitors have reset. Today while watching my scaner I created a vaccume leak and O2's went lean. Then I added propane and O2's went rich.I rechecked heater pids and saw them turn on and off. To me the heaters stay off longer than they stay on.

Sounds like it is working properly then. Looking more like a PCM problem
