1999 Ford F-250 fuel pressure

99 f250 4x4 super duty Fuel pressure cold only at about 32 psi dropping to about 28 psi running. Have cleaned injectors, replaced fp regulator, replaced fuel filter. Could sensors be bad without a code. Any ideas. What should my pressure optimally be. Help

Any ideas what might be causing the low pressure other than what I have tried

Could be low voltage to the pump, intank pick-up sock or the fuel pump itself is weak

Is there a specific test to check if fuel pump is weak
and how much voltage should there be at the pump

If it doesn't meet the specs above by using a fuel pressure gauge. Also check if you have a low pressure pump in the tank and also an external one-The voltage should be 10volts and higher
