1996 Ford F-250 Diesel - Water in fuel indicator

If your fuel filter is a canister usually will have 2 but sometimes just 1 filter. There will be a drain on the bottom of the filter. Turn counterclockwise and drain until straight fuel comes out. If you have an element filter that sits in the middle of your intake manifold up top there will be a drain petcock turn 1/4 turn wait for strong fuel odor and close.
