Horn stuck honking

The horn on my '84 Ford f150 gets stuck honking or blows the fuse while I'm honking. What is the problem and how can I fix it?
It doesn't have cruise control or tilting steering wheel.

Inspect/Test the horn relay-if it checks out-remove cig. Lighter do a continuity check between the contact and ground any reading the yellow and light blue is shorted to ground.

The yellow and light blue powers the horn and lighter.
