2004 Ford F-150 safety belt

My daughter pulled my passenger safety belt around the back of the seat, pulled it tight, locking it. I cannot move my seat up or back because of the safety belt being locked. I can't have anyone sit in the front seat because they cannot buckle up. I have taken the side panels off where the belt goes behind. I thought there was a release for the belt, but I cannot find it. The belt is still buckled so the buzzer doesn't sound if anyone does sit in the seat. I have tried everything I could think of, the belt just gets tighter and tighter, now I cannot move it at all. Is there a release that can be used? My husband wants to cut the seat belt, I don't think that is necessary.

There isnt any release in the belt mechanism, it is designed to hold like it is doing. Will it release tension on the belt if you unbolt the seat from the floor? Maybe it will enough for you to get it unbuckled, otherwise cut the belt and replace it
