Check behind the glove box on the HVAC assembly. Also, there is a relay that can also be bad. Can you describe what is happening? Does the blower motor only work on high?

Is it easier to take the glove compartment out and if so how difficult is that? If not is it easily located behind the box?

I can't remember exactly on the 99. It should be easy to see. There will be a plug with a few wires plugging into it and it will be on the HVAC assembly. Also, if I remember correctly, you need to remove the glove box.
