1998 E-150 Intermittent brake loss

1998 Ford E-150 /w LA West Conversion 101K miles 4.6 V8

Brakes normally work when driving. In the past month, when reducing speed down to ~5 MPH then slowing down from that speed while parking or approaching light I get a hard pedal and loss of brakes. I've learned if I quickly release the brake pedal then press it again the brake action is back. This happens once or possibly twice a day then disappears for several days. The dealer replaced the master cylinder a month ago but the problem returned. The dealer had it for two days last week but failed to see the problem and all tests passed. A second dealer won't take the vehicle until the problem is repeatable. I get the impression I lose vacuum boost when keeping my foot lightly on the brake pedal during the stop and then it returns when I remove/depress the brake pedal. Ideas?

Bleed the systemm all over and I mean real good-that dont' cut it-change the M/C again there's such thing like manufacture defects.

The problem existed prior to the Master Cylinder being changed out. Does this make a difference in your answer?
