The brake pedel applies itself on startup I suspect the booster as when I remove the vac line it releases you guys ever heard of a booster working backwards

The valve is leaking that lets atmospheric pressure in on the pedal side. You should hear a hiss under the dash by the pedal. This isn't a common failure so a repacement booster from a salvage yard will likely work fine.

Thanks that is what I suspected.I replaced the unit about 4 years ago with a lifetime warrenty onr but I cant remember if I got it at orileys or auto zone.
