are egr valves vehicle specific?

I am really speculating that you mean, Are EGRs interchangeable between unlike vehicles?

Answer: Unless the vehicles are very similar as far as make and model (or MANUF family)and the same engine.(There may be an exception here and there) I would say. NO, not interchangeable!

When I come across a part that might fit another, I go to Autozone, Advance Auto, or NAPA Online, Then I plug in both applications and see if the part numbers are the same.

I do not know your Pollution situation, but with the use of headers (as on my CJ 5) The EGR port is Capped off with a plate. Exhaust can no longer mix with the intake. My deduction is, it really is not needed to make Pre-Computer vehicles operate. Its a pollution device.

I do know (prior to me installing headers) if the valve is stuck, even partially open, the engine will run like crap. On other Jeeps I have dealt with, Forcing it to close, disconnecting and plugging the vacuum line that operates it, Keeps it from repeatedly sticking. Or just buy another valve and clean the well out that it rides in will fix it (the well really gets caked up with carbon, black and gray), you really have to scrape it well, so that you get a good seal.

I do not know how it would affect your particular rig and its computer.
