1993 Ford F-150 EGR valve

I have a 93 f150 302 engine
I have a EZ Scan 3000 AutoXray and when I did a scan with the engine running, it shows a code 33 and says that the EGR valve is closed/erratic or has insufficient flow, I have checked and don't have any vacuum leaks, any advice would be appreciated.

Take off egr valve from the manifold, and the exhaust tube that is attached to the bottom.

Clean the tube out, the egr valve out and the manifold passages out to get rid of the carbon.

After that push on the diagphram on the egr, does it move freely?
