Does it have a rod from the throttle to the trans? If so the valve inside may be stuck or the rod needs adjusting. How did it get overfilled in the first place? Was work being done on it? What for? Same problem?

Yes it has a throttle rod to the trans, my uncle loaned it to an elder gentleman and he overfiled it, autozone says there is a modulator but I cant see a vaccum line, I also was thinking about adjusting the rod which direction would you suggest more rod or less.

Try less. There probably isnt a vacuum mod if it has a throttle valve. Did you look on the pass side of the trans?
