2003 Ford Explorer Start-up

My Ford explorer has given me little trouble, recently when I start my car from a cold start when I turn the key it sounds like it is starting to turn over but doesn't catch. I will then shut it off, wait a few seconds the retry and it will catch. I have already repaced the battery, I haven't replaced the spark plugs for a while. That would be my next step.

When it runs, does it run well? As far as a tune up, that never hurts if it has been a long time since the last one. It could also deal with fuel pressure, so I would replace the fuel filter too. If the problem still exist, check fuel pump pressure and pressure drop off. Here are directions for that. If the pressure drops quickly when the key is turned off, it may take a few extra seconds for it to start. Here are the directions.
