1999 Ford Explorer Trans interchange

And the answer is......a resounding maybe...

Check the connectors on the transmission. If the electrical connectors are the same. the transmission will work. Sometime in that era, the transmission was changed from a mechanical control system to a full electronic control system. Physically, the unit will fit, but would require the wiring harness, PCM, and sensors from the 1999 vehicle to work properly.
