1999 Ford Explorer feels like speed bumps

1999 Ford Explorer 6 cyl Four Wheel Drive Automatic

my neighbors car feels like its driving over small speed bumps when it reaches about 30-35mph. Mechanic said it was a broken sway bar link so I replaced both front links(one was broken) but, the problem is still there. Any suggestions would be great!

Check for a broken belt in one of the tires
