1997 Ford Explorer 4X4 and O/D

My 4X4 and O/D lights are flashing. We had switched from Auto to Low 4X4 and it will not change gears. I just has my mechanic look at it and he said it might be the transmission. HELP!

IS the problem the 4wd won't shift from 4lo? If so, the transmission has nothing to do with that. It is controled by the transfer case shift motor. On the side of the transfer case is an electric shift motor. Check to make sure it is getting power. If it is, remove the shift motor and have it checked. Chances are it is bad.
