1994 Ford Explorer transmission shifting

I have no 1-2 shift in the transmission automatically. It will shift if you start off in 1 and increase rpms to around 3000 then let up on the gas. After that it works just fine. Do I have a bad1-2 solinoid or is this a governor problem?

There is no 1-2 solenoid. Your problem sounds like a vacuum modulator problem or a valve body problem. If the 2-3 and 3-4 shifts are normal, it is either a sticking shift valve or a sticking modulator valve.
