1994 Ford Explorer shimmy

Front end shimmys when brakeing. Already replaced front wheel bearings rotors calipers brakes, is this the control arm bushings they are in bad shape.

It could be a few things. Have you checked all the steering components including ball joints? Also, make sure the tires don't have a broken or shifted belt.
