1994 Ford Explorer idle

i sprayed throttle cleaner into throttle body passage
and even took idle air sensor off and soaked it in cleaner but the engine still idles eratically.the engine revs up and comes down at evenly timed intervals.what should be my next coures of action.

Finding the codes would be a good idea, as it may lead you to the problem. I have seen mass air flow sensors get dirty or go bad on these. I would start with the codes first.
