T is stuck and wont go back into 2 wheel drive?

I have a 1998 Ford Expedition and it has an electric 4 wheel drive knob on it. When first turning the vehicle into 4H it doesnt click but then when turning the vehicle into 4L it is stuck and wont go back into 2 wheel drive even wen putting it into neutral and switching it or trying to rock it back into 2 wheel drive. What should I do with my problem?

Try putting the car in reverse and then try to switch the 4H or 2WD (this from a FORD tech). YEAH I had the same thing happen when I came off the sand dunes.

I have seen the transfer case shift actuator get weak and cause this problem, her is how to change it out which should fix the problem. Check out the images (below). Let us know how it goes. Also make sure the vacuum line on the front differential is plugged in as well, here is the location for that too.
