Car wont start - help

1993 Ford Escort 1.9l with EDIS

Sat in garage since 02 at least

No Start - Normal Crank

Replaced the following:
1. Ignition Coil
2. Spark Plugs (all regapped)
3. Plug Wires

Battery fully recharged and reading 12.6+ volts
Got spark on spark tester

Did A Fuel Pressure Test Results:
With key on pressure read 0

Replaced the fuel filter which was clogged and now get a 35psi reading with key on. So after changing the fuel filter it is in acceptable psi range per specs.

How do you relieve fuel pressure to a car that won't start? Most procedures I have seen show for cars to be running.

Can a faulty pcm relay cause the no start?
Timing belt has been replaced
Should I replace / clean the fuel injectors and lines?

Bump - can really use some suggestions

im running out of options and patience - dont know how any of you mechanics get thru the day without wanting to go into a rubber padded white room and just scream and vent ;)
