How do I adjust the idle on a 2002 ford escort zx2

Idle speed is controlled by PCM and is not adjustable. Idle speed specifications are for reference only.
If engine idle concerns are present, check for contaminated fuel, vacuum leaks and incorrect ignition timing.
Ensure throttle bore, EGR system and PCV system are clean.
If these are okay, check PCM for DTCs.

That is not what I meant I have a mechanical throttle and I think that the cable is loos because it is idling low when I stop or it is in gear if it is in park or neutral the idle returns to normal which is about 800 RPM. Now when I put it into gear and dont give it any gas it idles low and fluctuates in power. Its like the throttle is going below normal performance and back up to normal. Now when I give it gas it runs normally without any loss of power. The only time it gives any trouble is when its in gear and my foot is off of the gas if I rest my foot on the gas without pushing it it seems to ide pderfectly but whem I taske my foot completely off of the gas the rpm drops back and forth between like 750 and 400 rpm

Check for vacuum leak
remove IAC check and clean 1st
IAC should keep the idle up at around 7 to 800
