Only cold air blows when heater is turned on

Make sure the coolant level is full. If it is, start the engine, allow it to warm up, turn the heater on high, and check to see if both heater core hoses are getting hot. Both should.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
