1999 Ford Escort The cooling fan continues to run after ign

I have a 1999 Ford Escort and the cooling fan keeps running after the ignition is turned off. I have changed the Cooling Fan Module (two different ones from the junk yard first one didn't change anything so I thought it may be bad and got a different one) and the fan is still running when the ignition is off. While the engine is off and the cooling fan is still running I have disconnected the coolant temperature sensor and the fan keeps running. Is there anything else it could be?

check for faulty cooling fan relay(s).
