1998 Ford Escort rough idle

Vehicle idles rough. When first turned off I hear the gurgling in gas tank. I have cahnged both O2 sensors, plugs, wires, fuel and air filters. I also turn key on and off several times to get atart on first carnk. When not running there is no fuel in fuel rail. I'm guessing it is going back into tank. Is there a pressure regulator or should I cange the pump? Thanks for the help.

Thank you for the quick response. You must not have read my message entirely. I have replaced both O2 sensors, plugs, wires fuel filter. It seems like it is not holding fuel pressure. I wanted to know if I should replace the fuel pump or pressure regulator.

Do you have a check engine light and when was your last tune-up?

Check the fuel pressure with a fuel pressure tester designed for your fuel system if its within specs and also check if the injectors are pulsing if okay-you need to check my earlier suggestions
