1998 Ford Escort Radiator cooling fan

I have a problem with the electric cooling fan to the radiator....it runs all the time and never shuts off...also the temperature guage is not registering anything. I have not found a diagram on where the sensor is located. Is this the problem or do I need to look at something else

Probably one of the two relays is defective.
