I dont know if its a suspension or a steering problem. The left front tire is waring on the inner wheel. And the steering wheel shakes when I am driving. The engine is in great shape. Dont know if its a minor or major problem, what is your best guess?

Sounds like the front end is just simply misaligned. This happens to all vehicles overtime due to normal wear and tear. Have a local reputable wheel shop align the front end of your vehicle and ask them to inspect your ball joints and wheel bearings as well.

The power steering system has been out for awhile. We changed the power steering pump, the rack and pinion and the preexisting hose and bled the air out of the reservoir with a hand vacuum pump while the front axle was on jacks and the car running. Well it seemed to work and it had power steering. We let the car down and had to go get more power steering fluid for it because we ran out. Well upon adding fluid to it again it is rocking the wheel back and forth again with the power steering fluid in it. Any ideas because we are stumped now?

This sounds like you have a bad rack (defective which is allowing the pressure to leak internally.

Check and see if you could have reversed the hose connections
